Prof. Dr. Col. (res.) Gabi Siboni is a National Security Specialist and the former Director of the Military and Strategic Affairs Program as well as of the Cyber Security Program at the Tel Aviv University's Institute for National Security Studies (INSS). He is now a senior research fellow at the Jerusalem Institute for Strategy and Security (JISS). Prof. Siboni is the founder and was the editor of the Military and Strategic Affairs Journal until 2016. In January 2017, he founded and is the editor of Cyber, Intelligence and Security Journal.
Prof. Siboni was the deputy and chief methodologist of the Israel Defense Forces (IDF) Research Center for Force Deployment and Buildup during 2005-2021. He developed Strategic & Operational warfare concepts including Integrated Combat in complex and densely populated areas, Cyber defense and Cyber warfare, Cognitive and Influence warfare, methodologies for Computerized Simulation including large scale Military Operations.
He is a consultant for the IDF and other security organizations on Cyber Security (including ICS and SCADA Security), Information Technology, ICT & Cloud Risk Management, Strategic Planning and financial market security. He has extensive experience in Decision Support Systems (DSS), which he developed within his consulting firm G. Bina. DSS is an analytical framework for cybersecurity assessment, combining intelligence threats with organizational cyber controls to generate prioritized cybersecurity action and investment.
Prof. Siboni provides security and cyber-security advisory services across the top tier of the private sector, infrastructure, and defense firms, as well as most sensitive government, military, and intelligence agencies. His services include forensic assessments. He has provided services in India supporting one of its critical financial market infrastructure institutions and is active with major firms in Europe.
He is an experienced moderator and facilitator of Cyber security drills, Crisis Management simulations and table-top exercises. He facilitated simulations and tabletop training in the Cyber Security arena both for Government defense and security organizations and for the private sector such as the Aviation, Financial and Critical Infrastructure sectors.
Prof. Siboni is the author of a few books. Amongst them are Israel and the Cyber Threat – How the Startup Nation Became a Global Cyber Power (2023), Cybersecurity and Legal-Regulatory Aspects (2021), Guidelines for Israel National Security Strategy (with LTG Gadi Eisenkot, 2019), Guidelines for a National Protection Strategy (Homeland Security) (2019), Regulation in Cyberspace (2018), and National Cyber Strategy (2016).
He holds a B.S. and M.S. in engineering from Tel Aviv University and a doctorate in Geographic Information Systems (GIS) from Ben-Gurion University.
