ABOUT SPEAKER

Andy Boyd is an expert in the domains of intelligence, cyber operations, cyber threat analysis, and geopolitics. With a distinguished career that spans military, diplomatic, as well as CIA field and HQS service, his wide-ranging wealth of knowledge and experience spans cyber threats, intelligence collection, covert action, counterterrorism, counterintelligence, geopolitics, and strategic analysis.

As a Senior Intelligence Service (SIS) officer at the Central Intelligence Agency (CIA), Andy's most recent role was as the Director for the CIA's Center for Cyber Intelligence (CCI). In this capacity, he oversaw intelligence collection, analysis, and operations related to foreign cyber threats to US interests. His regular interactions with high-ranking officials from the CIA, White House, Congress, Department of Defense (DoD), Federal Bureau of Investigation (FBI), Department of Homeland Security (DHS), and international partners have given him unique insights into the world of cybersecurity and intelligence.

Prior to his final role as the Director of the Center for Cyber Intelligence, Boyd served as the Chief of Operations at CIA’s Counterterrorism Mission Center (CTMC), from 2018-2020. He led global counterterrorism operations against multiple global terror organizations via USG unilateral operations and jointly with multiple international partners. Boyd was personally involved with many of the most consequential counterterrorism operations of the past decade.

Andy’s cyber and counterterrorism leadership positions were informed by over a decade of field experience with the CIA and the US State Department in North Africa, the Levant, Iraq, and the Arab Gulf. He is an Arabic speaker with deep expertise in the politics, culture, geopolitical issues, and terrorism threats in the Near East. He was recognized for his operational accomplishments in the Near East and counterterrorism with an Intelligence Medal of Merit (2019) and two Intelligence Commendation Medals (2012 and 2011). He was recognized by the White House for his career accomplishments with the Presidential Rank Award (2022) and upon retirement with the rarely awarded Distinguished Career Intelligence Medal (2023) in recognition of his extraordinary accomplishments across multiple disciplines in the US Government. Upon retirement from the CIA, Boyd held the rank of Senior Intelligence Service 5 (SIS-5), the most senior rank for career CIA professionals.

His experience isn't limited to intelligence and counterterrorism. He played a significant role in shaping US policy during the "Arab Spring" revolutions across North Africa, with his insights being sought after in high-level policy meetings and Oval Office engagements with the President. Before his CIA service, Boyd spent a decade as a US State Department Foreign Service Officer at various US embassies in the Middle East. He began his career as an active-duty U.S. Air Force intelligence officer and holds degrees in History, International Relations, and Strategic Policy from prestigious institutions. Throughout his career, Boyd has demonstrated a profound commitment to safeguarding US interests and a steadfast dedication to public service.

Outside of his professional life, Andy enjoys family life in Arlington, Virginia, and is the proud father of two daughters. He's an active runner, mountain biker, and reader.
